What Does the AED 106 Billion Plan Include?
The comprehensive plan is set to be rolled out over the next five years, with all projects scheduled for completion by 2029. Here’s a quick breakdown:
- Total Investment: AED 106 billion
- New Homes to be Built: 25,244 modern housing units at a cost of AED 94 billion.
- Residential Plots: 14,876 land plots for citizens to build their own homes, valued at AED 12 billion.
- Total Units: This brings the total number of new homes and plots under development to approximately 45,000.

Project Breakdown: Where Will the New Homes Be Built?

- Abu Dhabi City: Six integrated communities will be developed by Aldar Properties, Bloom Holding, and Modon Properties, delivering 14,444 homes at a cost of AED 55.38 billion.
- Al Ain: Five major residential communities will offer 10,480 housing units, with development led by Aldar Properties, Bloom Holding, Wahat Al Zaweya Real Estate, and IMKAN Properties, totalling AED 36.95 billion.
- Al Dhafra Region: Aldar Properties will develop two housing projects in Al Sila and Madinat Zayed, providing 320 homes at a cost of AED 1.59 billion.

A Seamless and Empowering Process for Citizens
Mohamed Ali Al Shorafa, Chairman of the Abu Dhabi Housing Authority, highlighted that the initiative aligns perfectly with the UAE’s social goals, aiming to deepen family bonds and promote community values.
To make the process as smooth as possible, the authority is introducing an innovative map-based reservation system. This will empower citizens by allowing them to choose their preferred residential areas, helping to strengthen social ties and keep extended families connected.
Hamad Hareb Al Muhairi, Director-General of the Abu Dhabi Housing Authority, confirmed a swift timeline, stating that all new housing units will be allocated to eligible citizens within the next two years, ensuring that families can begin planning their futures without delay.
